The crowd is enormous and the valley is renamed — and the decision being made there is God's, not theirs.
Multitudes, multitudes in the valley of decision. The repetition conveys the size, and the valley of Jehoshaphat has quietly acquired a second name. The word underneath it belongs to the harvest imagery just used — it is the term for a threshing sledge or the cutting of a decision, so the valley is named for what happens to what is brought into it.
That controls the reading. The decision in view is not the crowd deliberating; the nations were summoned here to be judged, and verse 12 has already said who sits. A reader who takes the valley as a place of human choice inverts the passage.
Verse 15 repeats the darkened sun and moon and withdrawn stars from Joel 2:10, binding the two days together as one subject.
Then verse 16 does something the chapter has not done. Yahweh roars from Zion and the heavens and earth shake — and in the same breath, he is a refuge to his people and a stronghold to the children of Israel. The identical event is terror and shelter depending on where one stands, which is the constant of this book. Verse 17 gives the outcome as presence: you will know that I am Yahweh your God, dwelling in Zion.
