The Land Surveyed at Shiloh
1 The whole congregation of the children of Israel assembled themselves together at Shiloh, and set up the Tent of Meeting there. The land was subdued before them. 2 Seven tribes remained among the children of Israel, which had not yet divided their inheritance. 3 Joshua said to the children of Israel, “How long will you neglect to go in to possess the land, which Yahweh, the God of your fathers, has given you? 4 Appoint for yourselves three men from each tribe. I will send them, and they shall arise, walk through the land, and describe it according to their inheritance; then they shall come to me. 5 They shall divide it into seven portions. Judah shall live in his borders on the south, and the house of Joseph shall live in their borders on the north. 6 You shall survey the land into seven parts, and bring the description here to me; and I will cast lots for you here before Yahweh our God. 7 However, the Levites have no portion among you; for the priesthood of Yahweh is their inheritance. Gad, Reuben, and the half-tribe of Manasseh have received their inheritance east of the Jordan, which Moses the servant of Yahweh gave them.” 8 The men arose and went. Joshua commanded those who went to survey the land, saying, “Go walk through the land, survey it, and come again to me. I will cast lots for you here before Yahweh in Shiloh.” 9 The men went and passed through the land, and surveyed it by cities into seven portions in a book. They came to Joshua to the camp at Shiloh. 10 Joshua cast lots for them in Shiloh before Yahweh. There Joshua divided the land to the children of Israel according to their divisions.
The tabernacle is raised at Shiloh, and Joshua confronts seven tribes with a question that indicts every settled camp — how long will you neglect to possess?

The sanctuary moves from the war camp at Gilgal to a home: Shiloh, in Ephraim's hills, where the Tent of Meeting will stand through the whole era of the judges — the Shiloh of Hannah's prayer and Samuel's childhood 1 Samuel 1:3 1 Samuel 3:3, remembered by the prophets long after its fall Jeremiah 7:12 Psalms 78:60. The land subdued, God's dwelling is planted at its center before seven tribes have addresses; the order of settlement is itself a sermon.

The question is the book's sharpest sentence, and its verb deserves the sting it carries: neglect — literally, how long will you be slack. Nothing stands between these seven tribes and their inheritance except the effort of taking it; the wars are won, the lots wait, and the camp sits at Shiloh in a holding pattern of comfort. The gift's completeness has become the excuse for inertia — a spiritual mechanism as old as this verse and as current as any reader of it: what costs nothing to receive still costs something to possess, and the second cost is the one neglected Joshua 13:1 Hebrews 6:11–12.

Joshua's remedy for slackness is administration: twenty-one surveyors, a walking tour, a written description — they surveyed it by cities into seven portions in a book Joshua 18:9. The land is turned into a document so the lot can turn the document into homes. It is the Bible's ordinary miracle of getting things done: vision reduced to lists, lists submitted to God, and God's decision accepted as final.

The lots fall before Yahweh — at the sanctuary's door Joshua 19:51 — so that every tribe's geography arrives as an assignment rather than an achievement, with no ground for boasting and no ground for feud Proverbs 16:33 Proverbs 18:18. Seven tribes that would not move toward their inheritance are, one lot at a time, moved.
