A Stronghold in the Day of Trouble
Nahum 1:7-11

One verse of shelter stands in the middle of the storm, and everything else in the book is what that shelter costs.
Verse 6 asked who could stand. Verse 7 answers by changing the subject: Yahweh is good, a stronghold — maoz H4581 — in the day of trouble, and he knows those who take refuge in him. That is the theological center, and its placement is the argument: the power that breaks rocks is a fortress to those inside it.
The contrast is immediate. Verse 8 turns to her place and the flood that ends it, which chapter 2 supplies literally, and verse 9 promises a full end with affliction not rising a second time. Then verse 11 narrows from empire to man: one who devises evil against Yahweh. The book will not let the accusation stay institutional. Behind a policy there is always someone who thought of it.
