A Man Over the Congregation
Numbers 27:12-23
12 Yahweh said to Moses, “Go up into this mountain of Abarim, and see the land which I have given to the children of Israel. · WEB
Told he will die outside the land, Moses asks for a successor so the people are not left as sheep without a shepherd.
Go up into this mountain of Abarim, and see the land which I have given to the children of Israel. When you have seen it, you also shall be gathered to your people Numbers 27:12–13.
The reason is repeated without softening — the water of Meribah, and failing to honor me as holy at the waters before their eyes Numbers 27:14.
What Moses does with that news is the measure of the man.
He does not argue, does not ask for the sentence to be reviewed, and does not mention himself again. His next words are a request on behalf of the people who caused the trouble.
Let Yahweh, the God of the spirits of all flesh, appoint a man over the congregation, who may go out before them, and who may come in before them, and who may lead them out, and who may bring them in Numbers 27:16–17.
Four verbs, and all four are about movement at the head of a column. What he asks for is not an administrator but somebody who walks in front.
And the reason: that the congregation of Yahweh may not be as sheep which have no shepherd.
That figure is picked up centuries later. A prophet uses it of a leaderless Israel 1 Kings 22:17, and the Lord looks at a crowd and is moved because they were harassed and scattered, like sheep without a shepherd Matthew 9:36. It begins here, with a dying man worrying about what happens to a difficult nation when he is gone.
The successor is named, and the qualification given is not experience: Joshua the son of Nun, a man in whom is the Spirit Numbers 27:18.
The commissioning is public and physical. Hands laid on, in front of Eleazar and the whole congregation, with some of your honor put on him Numbers 27:20 — some, not all, and the difference is recorded. Joshua will inquire through the priest and the Urim Numbers 27:21, which Moses never needed to do.
The succession works, and it does not pretend to be a replacement.
