Blessed Is He Whose Sin Is Covered
1 By David. A contemplative psalm. Blessed is he whose disobedience is forgiven, whose sin is covered. 2 Blessed is the man to whom Yahweh doesn’t impute iniquity, in whose spirit there is no deceit. 3 When I kept silence, my bones wasted away through my groaning all day long. 4 For day and night your hand was heavy on me. My strength was sapped in the heat of summer. Selah. 5 I acknowledged my sin to you. I didn’t hide my iniquity. I said, I will confess my transgressions to Yahweh, and you forgave the iniquity of my sin. Selah. 6 For this, let everyone who is godly pray to you in a time when you may be found. Surely when the great waters overflow, they shall not reach to him. 7 You are my hiding place. You will preserve me from trouble. You will surround me with songs of deliverance. Selah. 8 I will instruct you and teach you in the way which you shall go. I will counsel you with my eye on you. 9 Don’t be like the horse, or like the mule, which have no understanding, who are controlled by bit and bridle, or else they will not come near to you. 10 Many sorrows come to the wicked, but loving kindness shall surround him who trusts in Yahweh. 11 Be glad in Yahweh, and rejoice, you righteous! Shout for joy, all you who are upright in heart!

Paul quotes both verses in the argument that righteousness is credited apart from works, and treats them as David pronouncing blessing on the man to whom God counts righteousness apart from works Romans 4:6–8. The psalm's three verbs are the whole doctrine: lifted off, covered over, not charged to the account.
The last clause is the condition — no deceit in the spirit — and the rest of the psalm is about what happens when there is.

The cost of concealment is described physically: bones, strength, a body drying out like ground in August. Nothing here suggests the silence bought any peace. He was not getting away with it; he was paying for it in a currency he had not chosen.
And the heaviness is attributed to God's hand rather than to conscience alone. The pressure was applied, and its purpose becomes clear in the next verse.

The timing is the point. He says I will confess — the intention is formed, and the forgiveness is reported in the same breath, before the confession is described as finished. The verse does not wait for the sentence to end.
You are my hiding place. You will preserve me from trouble. You will surround me with songs of deliverance. Selah.
The one he was hiding from turns out to be the hiding place.
I will instruct you and teach you in the way which you shall go. I will counsel you with my eye on you.
God speaks. Guidance by eye is how a person is directed by someone close enough to catch their look, and the next verse gives the alternative: don't be like the horse, or like the mule, which have no understanding, who are controlled by bit and bridle Psalms 32:9. Both animals get where they are going. The difference is whether the steering is done by a glance or by metal in the mouth, and the psalm has just spent four verses describing what the bridle feels like.
