The Beast from the Earth
Revelation 13:11-15

The second beast rises from the earth with lamb's horns and a dragon's voice, wields borrowed authority, brings fire from heaven, and animates an image that kills.

The dragon's second agent rises from the opposite element. The sea, in the book's decoded vocabulary, is the crowded world of peoples Revelation 17:15; the earth — the sea's opposite, and the very ground that helped the woman by swallowing the persecutor's flood Revelation 12:16 — points to a power rising in the sparser, sheltering regions of the world, away from the old crowded seats, and rising late in the story: after the first beast's wound Revelation 13:3, in the era's closing stretch.
Its anatomy is the book's most compact warning about appearances: two horns like a lamb — the gentlest profile in the bestiary, no crowns, no blasphemous names, young and mild, the nearest thing to the Lamb's own look Revelation 5:6 — and it spoke like a dragon. The test is the voice, not the silhouette: what the power says and enforces, in time, is the serpent's own speech Revelation 12:9. A lamb-like power that comes to talk like the dragon — liberty in its horns, coercion in its mouth — is the vision's exact prediction.
He exercises all the authority of the first beast in his presence. He makes the earth and those who dwell in it to worship the first beast, whose fatal wound was healed Revelation 13:12.
The second beast's career is enforcement of the first's worship — the lamb-horned power turned promoter of the healed persecutor, makes... to worship: compulsion in the one sphere the book reserves for God Revelation 14:7. The later chapters give this figure his standing title: the false prophet Revelation 16:13 Revelation 19:20 — religion in the dragon's service.
He performs great signs, even making fire come down out of the sky to the earth in the sight of people Revelation 13:13 — Elijah's Carmel-credential 1 Kings 18:38 counterfeited: the sign that once settled who is God, staged by the other side. The deception works by wonders: he deceives... because of the signs Revelation 13:14 — the exact mechanism the Lord and the apostles warned would mark the end: signs great enough to mislead, if possible, the chosen Matthew 24:24 2 Thessalonians 2:9.
And the deception builds an instrument: an image to the beast — a likeness of the first beast's church-state pattern, erected by the second power — which is given breath, speaks, and causes as many as wouldn't worship the image of the beast to be killed Revelation 13:15. Nebuchadnezzar's plain of Dura returns at world scale Daniel 3:5–6: an image, a summons to worship, and a death decree for refusers — the oldest test of the faithful, staged one last time.
