The Waters and the Woman
Revelation 17:15-18
15 He said to me, “The waters which you saw, where the prostitute sits, are peoples, multitudes, nations, and languages. · WEB
The waters are decoded as the world's peoples, the beast turns on its rider with total violence, and God's purpose is disclosed inside the enemies' own plot.
He said to me, "The waters which you saw, where the prostitute sits, are peoples, multitudes, nations, and languages."
The angel decodes the prostitute's throne, and the decoding is one of the book's master keys Revelation 17:1: the many waters are the world's populations — the fourfold formula of all humanity Revelation 5:9. Babylon's power was always this: not armies of her own but peoples — multitudes carrying her, drinking her cup Revelation 17:2, supplying the current her whole system floated on. And the sixth bowl has already shown what happens to that throne: the Euphrates dried Revelation 16:12 — the multitudes withdrawing, the human sea pulling back from under the city that sat on it.
The ten horns which you saw, they and the beast will hate the prostitute, will make her desolate, will strip her naked, will eat her flesh, and will burn her utterly with fire Revelation 17:16.
The alliance devours itself. The beast that carried the woman Revelation 17:3 and the kings that lent it their hour Revelation 17:12 turn on the rider with a violence the verse piles up in four clauses — desolated, stripped, eaten, burned: the prophets' full sentence on the covenant-breaking woman, executed by her own lovers, exactly as Ezekiel wrote it of faithless Jerusalem Ezekiel 16:37–39 Ezekiel 23:25–29, with burning as the law's penalty for a priest's daughter turned prostitute Leviticus 21:9 — the woman in priestly colors Revelation 17:4 meeting the priestly statute. Evil's coalition has no loyalty in it: the system that rode the world's powers is dismembered by them the hour they no longer need her — deception's empire ending, as it must, in the mutual hatred of the deceivers.
For God has put in their hearts to do what he has in mind, to be of one mind, and to give their kingdom to the beast, until the words of God should be accomplished Revelation 17:17.
The verse discloses the deepest mechanics in the book: inside the confederacy's own free plotting — their hatred, their hour, their one mind Revelation 17:13 — God's mind is being done. The kings execute heaven's sentence on Babylon while pursuing their own ambitions; the drying of her waters is their treachery and his judgment in a single event — Cyrus's pattern again, the pagan king who did God's work on Babylon without knowing his name Isaiah 45:4. Nothing in the last crisis, not even the enemy's coordination, runs outside until the words of God should be accomplished.
The woman whom you saw is the great city which reigns over the kings of the earth Revelation 17:18 — the final identification, closing the loop on the witnesses' morgue Revelation 11:8 and preparing the funeral: the next chapter is her burning watched from the shore.
